welcome to the forum First core 2 duo = core duo the same .
for 250 $ :
your motherboard : MSI P35 Platinum LGA 775 Intel P35 ATX Intel Motherboard : 90$ (P35  chipset with good overclocking capability and performance).
You can also check ( ASUS P5B-Plus LGA 775 Intel P965 Express ATX Intel Motherboard [p965 chipset] 84$ ,MSI P35 Neo2-FR LGA 775 Intel P35 ATX Intel Motherboard =80$)
Processor : ( Intel Core 2 Duo E6550 Conroe 2.33GHz LGA 775 Processor Model X80557E6550) =150$ (should overclock to 3 Ghz +).
Note : for additional 100$ u can get the Q6600 (Quad core @ 2.4 GHz) should clock to 3.4 GHz + . Wink
WHat is your video card  ?
and how much memory do u get ?

Hope that this help

For gaming 100$ video card will not do a lot  Sad.
here my two suggestion :
u should get at least this card : http://www.newegg.com/Product/Product.aspx?Item=N82E16814241063 =200$
but more real gaming with DX 10 capability u should wait for the 8800GT (512 MB ) such card should cost about 250 $ but its twice faster than the card above .
