I downloaded Safari to my WinXP PC today. I'm not sure I like it better than Firefox.

Well i stick with FireFox since it s faster and more secure. I love the load of extension available.
For me :
1)FireFox
2)Opera
3)Internet explorer
4)Safari  Cheesy

I've been hearing a lot of good things about Firefox.

If someone was going to download it, would you recommend the most recent version, or does that one have any issues?

I don't see any deference between FireFox 2 and FireFox 1.5 .
The 2 version just look better.
