dreamweaver or flash?

Dreamweaver is a very good software editor for creating and managing web pages and entire web sites.
While Flash is a different technology and is intended purely for multimedia-related applications.But both are important used for making attractive sites.I like dreamweaver the most.

I don't know a lot about web programing , but Pure HTML +Css is a lot better than flash , since they are supported from most browser's ,faster to load  and more search engine friendly .
