No , this is a hardware limit even 2 v or -200c will not help this processor to boot up @ over 400 Mhz . This why I hate FSB wall ,especially with low processor multiplier .
Usually low end processor either are bad overclocker or suffer from FSB wall .
I usually highly recommend to get a budget processor but with its full potential cache , bus ... like the E8200 For core 2 Duo or Q9550 for Core 2 Quad , Moreover it is always better to get those processors after one stepping update (Old 45 NM are based on C0  , new one use E0) ,
99% of E0 E8200 or Q9550 do 4 Ghz with minimal effort , while only good C0 can reach 4 Ghz . In this case High end (E8500) Old (C0) in 70% of case do 4 Ghz and newer (E8600 , E0 , also high end dual core ) do 4.4 Ghz in over 90% of case ,
Therefore, if budget is limited.
1)wait for a new core to appear
2)Wait for new setting
3)Get a Full capability processor
4) u will be happy with the result .

Ok thanks alot for all your time ,I'd never know that myself  Shocked that's why i always eventually came to this site  Wink
I really found that i've no idea in the OC mania but little  :)and there are tons of questions i wanna ask about but maybe another time in another topic
