it is true that new graphc card get more powerful they require better psu "power supply quality" due to the more power requirement and and better cooling.more power mean more heats and more cooling .cuurent video card require powerfull fan witch should increase the noise level.the noise come to critical level when we talk performance cooling noise ratio.today we should look for deferent video card high and middle end range to find out witch card performe better with lowest power and noise level ".
we had used a digital multimetre to measure different power line and idle and load to find out the power requirement for those modern cards:

The 3d peak load was done using the first sm3.0 test of 3dmark 2006 then we run this test in loop at 1600x1200 resolution with 4aa and 16 af (aa:antialiasing ; af:anisotropic

The 7950gx2 work on the 7900gt frequency witch consume about 48w so basiquely it should note require more than 100-120 w .we could not test this card because it require certified motherbaord so data just been writen from nvidia specification.

as u can see the 7900gtx has more optimized power consumption it architecture contain less transistor.this should explique the 33% lower power under max 3d load
When idle or under high 2D load, both the top-end graphics cards from ATI and Nvidia need almost the same amount of power.
under 3d peak the radeon x1900xtx becaume a power hungry and it consume the same 45 w from the moterboard power circuitry
Noise Level
this diagram show that cooler used on those card had about 45 DBA in 2 d mode.note:that the geforce gx2 has more quieter cooler than all other product.but as soon as 3d appalication launch it becaume noisy.the fan used in the 7900gtx remain quite in any case (3d or 2d regime ).the x1900xtx has also a noisy fan.
those value are acceptable since the 7900gtx consume less power --> less heat --> less noise

Those card have the acutal price range from 250 to 400$ deponding from manufacturer.as u know the the most expensive did not mean the fastest.those card present rowlly the same performance in the overall.so the buyer choice could be based on specifique game performance.
from the price list u can find that the radeon x1900xt and the x1900gt are the most expensice they come with dual slot cooler.the 7900gtx come with smaller cooler.
Power Consumption
well as u see the power winner is the geforce 7900gt .note that the main difrence between the 7900gtx and the 7900gt in the voltage applied to the core during the 3d mode.the 7900gtx has 1.4v vs 1.2v for the 7900gt so basiquely if u vmode the 7900gt to 1.4v u should get the 650mhz in the gpu.the other two diference are the memory size and memory chip.
the 7900gtx come with 512 mb on board memory 1.1ns the 7900gt has 256 mb and 1.4 ns

very economical solution it eat almost twice lower power than all other video card,

the nvidia solution show better power management even in the Mainstream graphic cards
TThe less power can be easy expliquated in this case the 7600gt use only 177 million of transistor vs 320 million for the x1800gto witch is twice higher. so the result is pretty logic.50w for video card in load is far to be a lot is our day .note that future video card from nvidia and radeon with direct x support are with 150 to 300w range with almost 6 time more .the x1800gto has an avantage here this is the 256 bit memory bus witch will help a lot in high resoltuion when aa and af are enabled
Noise Level
is opposite to the geforce 7900gt the 7600 gt ahs fan witch regulated depending from current GPU temperature.so as soon as the 700gt gpu reach certain temperature the noise becaume higher.there is two difrent cooling system used in the radeon x1800xl and the radeon x1800gto .
first one: small diamter witch lourder when fan speed grow up
second one:larger with lower fan speed and noise level.

the 6600gt has the highest power requirement here this due to that the card was built in old architecture if we take a look to 7600gs witch present better performance we can see the low power for the geforce 7 based card 27 w only .any psu should handle the load form such card

the mojority of 7600gs come with passive cooling so we had nothink to messure :-).remmenber the 27 watt a passive cooling can be enough.the Radeon X1600 XT sample from ATI, it is the noisiest
graphics card of all in this batch, because its cooling system always
works at its maximum speed.

cannot generate any noises. for the Chrome S27, we can only mention the
level of generated noise for this particular reference graphics card.
It equals 45dBA, which hardly illustrates anything, because there are
