The competent authorities of the United States has not yet formulated rules for the commercial operation of unmanned aerial vehicles, which would give the "green light" to initiatives like Project Amazon's urgent delivery of goods by air.  However, if we look at the site office FAA, which in the US is responsible for the operation of aircraft, all owners drones weighing from 250 g to 25 kg from December 21 this year, extends the requirement to register - it is a question of private ownership of UAVs, which do not use them for benefit.
